What is the trouble with law?

But when I got my law degree from the University of Berlin in 1932, I hadn't learned a single thing from law about good and bad. The law doesn't say. It tells only what is legal and illegal. It is an instrument that can be used for good or evil. Law like science, is morally neutral. With science you can make the Sahara bloom or you can turn the world into a desert. With law you can make evil look good by making it legal.
